This is a syntax error for the SQLite syntax.
You must use either TABLES or other keywords:
CREATE TABLE war (k INTEGER, v TEXT);
or:
CREATE TABLE "war" (k INTEGER, v TEXT);
Note that the single quote is important.

To determine whether the pressure responses to hemodilution may be attenuated by an inhibitor of the plasminogen-activator system, blood was drawn from the carotid artery and reinfused in either aprotinin-pretreated or control dogs. Hemodilution was produced by the withdrawal of 50 ml/kg of blood over 15 minutes. Hemodilution produced a fall in blood pressure in the control dogs and a rise in blood pressure in the aprotinin-pretreated dogs. In the latter group, hemodilution increased the plasma volume by approximately 12%, the cardiac output by approximately 5%, and the stroke volume by approximately 7%. The aprotinin-pretreated dogs responded in a manner identical to the controls when infused with a solution of albumin instead of blood, which indicates that the observed effect is reversible and not due to a permeability change in the blood-brain barrier. Moreover, aprotinin pretreatment had no effect on the contractile responses to hypoxia and to phenylephrine of an isolated heart preparation. These results suggest that an inhibitor of the plasminogen-activator system may attenuate the hypotensive effect of hemodilution in conscious dogs./****************************************************************************
